MINUTES <br />PLANNING COMMISSION <br />JUNE 14, 1990 <br />STEWART Mr. Tom Stewart appeared before the Commission <br />PROPERTY requesting approval of a lot split to divide 314 <br />DIVISION & Rose Lane into two lots as well as a variance from the <br />VARIANCE Code requirement of street frontage for the newly <br />created lot. Stewart reported that the property is <br />currently 235 feet wide by 213 feet deep. The new lot <br />would have a width of 100 feet and a depth of 213 feet. <br />Stewart reported that he is proposing to access the new <br />lot via a driveway easement to the west over the road <br />right -of -way for Savage Lane. <br />Drabik stated that she was uncomfortable acting on this <br />matter since the Commission has very little information <br />on it. <br />The City Planner reported that there is a sewer <br />easement through the property and from the information <br />submitted by the applicant, it appears that the lot he <br />wishes to create would be buildable. The variance that <br />is necessary would be to allow the lot to be created <br />without access on an improved street. The applicant <br />wants to access the lot via a driveway over the <br />unimproved street right -of -way. <br />The Planner reported that to put Rose Place all the way <br />through would probably be financially unfeasible given <br />the grades in the area. The same is true for extension <br />of Savage Lane and construction of a cul -de -sac for <br />that street since there would be very few lots to <br />assess for the improvement. The Planner also pointed <br />out that the soils in the area are low, and he has no <br />soil information to review. <br />The City Planner stated that the concern he has is the <br />precedent that will be set by approving a lot without <br />road frontage. <br />Stewart pointed out that he could access the new lot <br />from either the east or west, however, the west makes <br />more sense because of the topography. <br />Mr. Joe Buche, 298 Rose Lane, reported that he accesses <br />his property via Savage Lane. Buche reported that he <br />has about a 200 foot driveway which he improved himself <br />with class 5 material. <br />DeLonais asked if there was the issue of landlocking <br />property to address. <br />The Planner reported that technically the property is <br />landlocked because it does not have access to a full <br />City street. <br />Page 9 <br />
