MINUTES <br />PLANNING COMMISSION <br />JUNE 14, 1990 <br />Costa asked if there were utilities to the property. <br />Stewart reported that there is sanitary sewer service <br />to the property. Stewart also referenced the sewer <br />easement which runs through the property and the <br />document he submitted which was drawn by the previous <br />City attorney stating that the lot was buildable. <br />Stewart reported that there is watermain available from <br />either the west or east. <br />The City Planner reported that if access is allowed to <br />the lot via a driveway easement over the road <br />right -of -way, the City should require a hold harmless <br />agreement for any liability issues that could arise, as <br />well has requiring an agreement with the property owner <br />releasing the City from maintenance of the driveway. <br />Pedersen asked if the future extension of Rose Place <br />was a possibility. <br />The City Planner reported that the previous City <br />Engineer does not believe it would be feasible to <br />extend Rose Place due to the topography of the area. <br />Other options include a cul -de -sac from Savage Lane to <br />serve this lot, the Buche property, and the property <br />north of Rose Place. However, the property to the <br />north is low and it is questionable whether it is <br />buildable. <br />Phyllis Kendig, Rose Place, reported that she is <br />representing some of the neighbors in the area. The <br />neighbors are opposed to the future extension of Rose <br />Place. There are a number of young children in the <br />area and the property owners do not want Rose Place to <br />become a through street. <br />Larry Stenger, property owner directly across the <br />street from the Stewart property, asked how Mr. Stewart <br />planned to access the lot. <br />Mr. Buche pointed out that Stewart plans to extend the <br />Buche driveway for access. <br />Stenger reported that since the Savage Lane <br />improvement, there has been water coming off Rose Place <br />into his yard. <br />Garske pointed out the lack of information that the <br />Planning Commission has on this matter, and suggested <br />that the matter be tabled. <br />Drabik agreed, stated that she would like to have a <br />Page 10 <br />
