MINUTES <br />PLANNING COMMISSION <br />JUNE 14, 1990 <br />will give the Church an opportunity to study the matter <br />in more depth and decide which alternative they prefer. <br />Speckmann reported that the purchaser of the convent is <br />planning construction of a parking lot on the west side <br />of the convent building. The Church and the owner of <br />the convent will have mutual parking lot leases sharing <br />each others parking. <br />Mr. Herkenhoff recommended approval of the St. John's <br />Church property division as submitted subject to the <br />recommendations of the City Planner as contained in his <br />report dated June 11, 1990. <br />Motion seconded by Garske. <br />Motion carried 7 - 0. <br />AMENDING Mr. Frank Frattalone appeared before the Commission <br />ORDINANCE requesting approval of an ordinance amendment allowing <br />AGGREGATE as a Conditional Use Permit in a Planned Unit <br />RECYCLING Development District the stockpiling and recycling of <br />aggregate materials. Frattalone pointed out that the <br />City Planner has previously made some recommendations <br />for conditions under which this type of operation could <br />be allowed. Frattalone stated that the only concern he <br />had was with the requirement of 40 foot setbacks from <br />the property lines for the stockpiles. <br />The City Planner reported that Code requires outdoor <br />storage in industrial districts to have 40 foot <br />setbacks from the street. The Planner stated that the <br />City could allow 20 foot setbacks from property lines, <br />and 40 foot setbacks adjacent to the street. <br />Frattalone pointed out that he would like something <br />less than the 40 foot setback since he is using his <br />stockpiles as berming. Frattalone felt that 40 feet <br />was a waste of a lot of space. Frattalone also <br />reported that he is willing to fence the property as <br />well as blacktop his access road in order to control <br />dust. However, he does not want to go to this expense <br />until he gets a permit. <br />Karen Runestrand, Capital City Glass, stated that she <br />was opposed to the ordinance revision. <br />Frattalone described the site plan for his recycling <br />operation in detail. Frattalone also described his <br />plans for fencing the property. Frattalone stated that <br />Page 12 <br />
