MINUTES <br />PLANNING COMMISSION <br />JUNE 14, 1990 <br />that she drove into Ryan Industrial Park and could not <br />believe the poor condition of that area. Drabik stated <br />that the Frattalone operation looks much better than <br />the rest of Ryan Industrial Park. Drabik asked Mrs. <br />Runestrand what her objections were to the recycling <br />operation. <br />Mrs. Runestrand stated that she objected to the dust <br />and appearance of the operation. Runestrand also <br />reported that the parking lot at the Capital City Glass <br />Company has raised up and she believes this occurred <br />because of the weight of the recycling piles on the <br />Frattalone site. Runestrand also reported that the <br />dust problem is so bad that they cannot leave windows <br />open. Runestrand pointed out the watermain breaks in <br />the area, believing these to be caused by the weight of <br />the recycling piles. Runestrand submitted letters from <br />two of the property owners in the area opposing the <br />continuation of Frattalone's recycling business. <br />Runestrand stated that objections were to noise, truck <br />traffic, dust, and damage to streets. <br />Costa asked why Runestrand believed the weight of the <br />stockpiles was damaging the streets. <br />Runestrand pointed out that Ryan Drive has raised up <br />about three feet. <br />Costa pointed out that that street was constructed over <br />a peat bog. <br />Slim Frattalone pointed out that the Runestrand <br />building was constructed on fly ash. Frattalone also <br />stated that some of the dust problem could be coming <br />from the landscaping business. <br />Frattalone stated that his hope was that the City would <br />allow his business to continue operating for at least a <br />couple of years. Frattalone stated that should he <br />receive approval, he will make improvements to the <br />site. Frattalone did not believe the dust problem was <br />coming from the stockpiles, but rather truck traffic, <br />which he stated he could control. Frattalone also <br />pointed out that a month ago the City Council ordered <br />his operation to stop because of concerns about the <br />watermain and weight of the piles causing property <br />damage. However, the City Engineer determined that <br />these problems were not caused by his operation. <br />Frattalone pointed out that Ryan Drive was constructed <br />over a swamp and related history of how the road was <br />Page 14 <br />
