Frattalone also constructed <br />a ditch through his property to relieve pressure on the <br />road, and since that time the road has not moved. <br />Frattalone reported that when Country Drive was <br />constructed, the area under the road was subcut 18 to <br />20 feet, therefore, that road is solid. However, when <br />the watermain was constructed it was put in the peat <br />soils, and it is these acidic soils which are eating at <br />the watermain bolts. <br />DeLonais agreed that this was the problem with the <br />watermain breaks, pointing out that the contracter who . <br />installed the watermain used the wrong bolts. <br />Frattalone suggested that the problem at Capital City <br />Glass with the sidewalk pushing up was due to frost. <br />Frattalone stated that he thought the Capital City <br />Glass building was settling downwards, and the sidewalk <br />was pushing up. Frattalone also reported that he gave <br />the City an insurance certificate covering any damages <br />that may occur to the City's watermain as a result of <br />his operation. <br />Frattalone pointed out that he began the recycling <br />operation at his office site about 3 or 4 years ago. <br />The City asked that he move the operation to his <br />landfill site, which he did, because the City did not <br />want this type of operation on South Owasso. <br />Dennis Meyers, employee of Frattalone Excavating, <br />reported that a couple of days the dust did get <br />out -of -hand at the recycling site, however, control of <br />the dust is now the number one priority. <br />George Voida, Teamsters Local 221, reported that <br />Frattalone is one of the few good Union contractors in <br />the State. By recycling, Fratttalone is creating cost <br />savings on projects by using recycled materials, tax <br />revenue for the City, and creating jobs which result in <br />revenue for City businesses. Voida stated that he felt <br />by not permitting the recycling operation to continue, <br />the City would create a hardship for Frattalone's <br />employees and their families. <br />DeLonais asked what sort of conditions would be <br />attached to a conditional use permit to allow the <br />recycling activity. <br />The City Planner stated that it would be necessary to <br />set up the conditions and then the permit would be <br />Page 15 <br />
