MINUTES <br />PLANNING COMMISSION <br />JUNE 14, 1990 <br />the City was working on the watermain in the area, and <br />the water was turned off, therefore, it was not <br />possible to sprinkle as the crushing was going on. <br />Frattalone felt the main problem was the dust on the <br />entrance road, and he could keep this under control by <br />paving the entrance road and keeping it swept. <br />Runestrand again stated that she was opposed to the <br />ordinance amendment because the recycling operation was <br />unsitely and dusty. Runestrand again stated that there <br />are other businesses in the area opposed as well. <br />DeLonais was concerned that the Commission had directed <br />the City Planner and Frattalone to work out a list of <br />conditions under which the operation would have to live <br />and the Commission does not have this list before it <br />this evening. <br />The City Planner noted that his reports address <br />specific requirements such as setbacks, paving, <br />screening from the center line of the road. <br />Costa stated that he did not have a problem with the <br />request, pointing out that there are other similar <br />operations in adjacent cities which operate without any <br />problems. <br />Drabik pointed out that one of the concerns raised by <br />Runestrand is that the operation should not have been <br />allowed in the first place without a permit. <br />Frattalone again related the history of the City's <br />request that he move the operation to his landfill <br />property for the length of his landfill permit. When <br />that permit expired, he asked the Council for a <br />recycling permit, and this is how the issue developed. <br />Pedersen stated that the issue is whether or not the <br />City wants this use. <br />Frattalone pointed out that the property is industrial, <br />and stockpiling is a permitted use in an industrial <br />area. <br />Garske suggested that an interim use be approved for a <br />term of five years. <br />Drabik stated that she would be in favor of an interim <br />use if the concrete stockpile were moved in the back of <br />the property. Drabik suggested a review period of one <br />year to determine if there are any problems with the <br />Page 17 <br />
