As shown on the submitted subdivision proposal, Tracts <br />B and C are to be accessed by a 50 foot easement which is to <br />exist as a southerly extension of Leeward Way. Because the <br />proposed easement designation does not follow platting practice <br />utilized by an adjacent, interconnecting subdivision and provides <br />an interruption of a publicly dedicated roadway, the 50 foot wide <br />road easement should be redesignated as public right -of -way. <br />In accordance with Section 1006.030 (d) of the City Subdivision <br />Ordinance, streets which are terminated pending future extension <br />in conjunction with future subdivision, must provide a temporary <br />' turn- around facility at the closed end in conformance with cul- <br />de -sac requirements. As such, the southerly extension of Leeward <br />Way should include a temporary cul -de -sac which will provide <br />proper maneuvering space for emergency vehicles. There currently <br />is no cul -de -sac at the end of Leeward Way, however, it was <br />waived in that case since the street served only one lot. <br />New Home Construction. As mentioned previously, the applicants <br />wish to construct a new single family home upon Tract A, just <br />east of their existing residence. While the new home is being <br />constructed, the applicants wish to reside in their existing home <br />and then demolish it when construction of the new home is <br />complete. While the proposal is generally acceptable, the <br />applicant should post a security which would cover the demolition <br />costs of their existing home. In the event the applicants fail <br />to demolish their existing home, the City would be able to enter <br />the site, demolish the structure and collect the posted security. <br />Exact terms of security requirements should be determined by the <br />City Attorney. <br />2 <br />Page 48 <br />
