Office of:
JOEL. R. HANSON, Administrator
515 Little Canada Road
Little Canada, MN 55117
612-484-2177
FAX: 612.484.4538
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: April 6, 1990
RE: Compost Site Evaluation
Attached is a memo prepared by Dave Harris, Superintendent
of Public Works, regarding the establishment of a compost
site within the City of Little Canada. As this memo
indicates, there are many practical difficulties in
establishment of a compost area with site availability
being a critical one. The information presented in this
memo was also confirmed by Mr. Zack Hanson, the new Solid
Waste Coordinator for Ramsey County.
Therefore, based on this memo and on the apparent lack of
an appropriate site, it would be my recommendation that the
City not pursue the establishment of a compost site. In
conjunction with this recommendation, I would propose that
we promote utilization of the Ramsey County compost sites
(a listing of which is attached) and establishment of
individual residential compost sites. (This information is
also attached). Should the Council decide to disregard my
recommendation, I would then suggest that we do a detailed
analysis of what is involved in the establishment of a
composting area within the City, to ensure that we have
adequate equipment, manpower, and site availability in
order that we can fully anticipate all of the implications
of this public service.
JH:kv
Enclosures
PAGE 81
MAYOR
Michael Fahey
COUNCIL
Beverly Scalze
Bill Blazoner
Rick Coliova
Jim LoValle
