They are as follows: <br />1. The site has to be approximately one acre minimum. <br />Definitely more area would be needed, but we should figure <br />on a minimum of one acre. <br />2. The site will have to be completely fenced including a gate <br />which would be locked and signs which would be posted. <br />3. The site will have to be buffered so that it will not effect <br />homeowners or businesses in the area. <br />4. There would have to be a site monitor there while the site <br />is open. <br />5. The site would need an end loader and an operator for moving <br />the compost rows around and for watering the compost piles <br />so they will remain moist enough to decompose. The <br />recommended size pile is 20' wide by 12' high and would take <br />approximately three years to totally decompose properly. <br />6. The site would need clean -up and illegal dumping would have <br />to be picked up. <br />At this point in time the County is subsidizing some of the compost <br />piles. However, Moundsview was told by Ramsey County that they will <br />probably not subsidize past the first of the year which will give <br />them operating funds through 1990, but they will lose them in 1991. <br />PAGE 82 <br />
