In regard to parking lot dimensions, a number of concerns are <br />apparent. First, the three parallel parking stalls which lie <br />along the site's southern border have been found to measure 19 <br />feet in length. Per ordinance standards, such stalls should <br />provide not less than 23 feet of curb length per car. <br />Secondly, the drive aisle which lies parallel to the referenced <br />parking stalls has been found to measure 18 feet in width. This <br />is significantly less than the minimum 22 foot width required by <br />ordinance and shall impede the efficiency of site circulation. <br />Curb Cuts. As shown on the submitted site plan, three curb cuts <br />all measuring 35 feet in width have been proposed to access the <br />site. While all three curb cuts exceed the maximum 24 foot width <br />requirement stated within the ordinance, it is believed that <br />unique circumstances exist which warrant the said widths. <br />Currently, the subject property is provided a western access via <br />a 35 foot wide curb cut located 52 feet from the intersection of <br />Woodlynn Avenue and Rice Street. While the location of the curb <br />cut is acceptable from an ordinance standpoint, it is the <br />minimum distance allowed from an intersection. Within their <br />subject proposal, the applicants wish to shift this access point <br />northward to lie approximately 80 feet from the said <br />intersection. The northward shifting of the curb cut will <br />improve both the efficiency of the site's interior circulation <br />and diminish a potential safety hazard. <br />The site's southern curb cuts via Woodlynn Avenue also presents a <br />significant improvement over existing conditions. Currently, the <br />Kath Brothers property is accessed via a 130 foot wide curb cut, <br />a severe nonconformance with ordinance standards. The applicants <br />propose to curb the central portion of the paved area and provide <br />two 35 foot wide curb cuts from Woodlynn Avenue. In regard to <br />the proposed 35 foot curb cut widths, it believed the widths are <br />necessary to provide access to semi -truck trailers. This issue <br />should, however, be subject to the review of the City Engineer. <br />Car Wash Stacking Space. As shown on the submitted site plan, <br />the proposed car wash facility is to be accessed from the north. <br />A condition of project acceptability is whether or not adequate <br />vehicular stacking space has been provided and does not interfere <br />with the efficient functioning of the site. Typically, the City <br />requires an amount of stacking space which may accommodate that <br />number of vehicles which can be washed during a maximum thirty <br />(30) minute period. The site plan should be revised to <br />illustrate where vehicular stacking is to take place and how many <br />vehicles may be stacked at one time.
