PUD Development Agreement. Drafted in 1981, the existing PUD <br />development agreement between the City and SL. Jude Medical Inc. <br />includes mention of "future" development phases. Generally, it <br />provides a listing of required submissions and reserves the right <br />to require more detailed and complete plans if needed. <br />Processing of the Phase II development proposal under review <br />should include an updating of the existing PUD agreement. The <br />document will be drafted by the City Attorney and shall become <br />the controlling regulation for the property as standard zoning <br />provisions lie unapplicable. <br />Traffic Generation. One of the primary concerns of the Phase II <br />St. Jude proposal relates to the amount of additional traffic <br />which will be generated and its impact upon adjacent streets. <br />With Phase II more than doubling the site's total building area, <br />significant increases in traffic generation may be expected. <br />Such an increase raises question concerning capacity of adjacent <br />roadways and proper traffic control devices. This issue shall be <br />subject to further review by the City Engineer. <br />Site Circulation. As shown on the submitted site plan, the <br />subject property is accessed via County Road B -2 from the north <br />and Viking Drive from the south. The access drives appear well <br />placed and shall minimize vehicular congestion. <br />It should be noted, however, that the site plan does illustrate <br />an alternative access location via County Road B -2. The access <br />point would lie west of the site's existing access and may prove <br />to be more desirable from both a grading and location <br />standpoint. If the alternative access point is to be <br />implemented, the grading plan should be revised to depict <br />required grade elevations. We would encourage this improvement <br />as County Road B -2 is better capable of handling traffic than is <br />Viking Drive, especially at the Rice Street intersection. <br />The site plan also illustrates a proposed realignment of the <br />site's loading drive as a means of reinforcing the site's <br />principal drive lane. The realignment is viewed as a highly <br />positive design modification and is encouraged as well. <br />Signs. The submitted site plan does not indicate if any <br />additional signage is to be provided as a result of the Phase II <br />development. If additional signage is to be provided, a detailed <br />signage plan should be submitted which indicates the location, <br />size and type of all signs which are to occur upon the subject <br />property. <br />Lighting. The submitted site plan illustrates that light <br />standards are to be provided along both the site's access drives. <br />According to Section 903.020.I of the City Ordinance, all such <br />lighting should be so arranged as to deflect light away from any <br />adjoining residential zone or away from public streets.
