Kaufman again pointed out that furniture retail sales does not generate a lot of traffic. Pedersen asked if site improvements at the Slumberland site that have been discussed previously have been completed. The City Planner replied that the bulk of improvements have been made, and the City has security deposits in escrow for the landscaping improvements which will be completed this spring. Costa pointed out that Slumberland is supposed to provide screening adjacent to his sister's home. Kaufman replied that Slumberland has made a commitment to install a berm and double row of trees in this area and it will be done in the spring. Kaufman invited Ms. Costa's input in the placement of the berm and landscaping. Herkenhoff asked the deadline for the completion of the landscaping improvements. The City Planner was unsure of the exact date, but again pointed out that it is to Slumberland's best interest to get the improvements completed since the City was holding security for these improvements. Drabik asked if the proposal meets the criteria established for Conditional Use Permits, if the City must grant the permit. The Planner replied that that was correct, pointing out, however, if there is a finding that the request is not in compliance with the criteria established, the City can deny the request. The Planner pointed out that neighbors' opposition is not an adequate basis for denial. Costa asked if Slumberland planned to advertise the clearance center. Kaufman replied signage at the site is the only advertising that is planned. Page 4
