He <br />doesn't feel that a mile to go is unreasonable. <br />Mr. Schutten said he feels that if the city owns it then they are <br />responsible for this rather than the private developer who does have <br />the ability to fund that. Ms. Karon looked at the financial condition <br />of the developer who is well within the ability to take care of this <br />issue. <br />Mr. Sanders said the developer and the city are willing to meet the <br />requirements. <br />Commissioner McCarty said that there are so many things to Consider on <br />this particular issue. In the last six years the Legislature has <br />written volumes applicable to mobile home parks, <br />Mr. Urban said State law gives cities the authority to review their <br />evacuation plan and if necessary to put it there. In the case in <br />Little Canada, the storm shelter that serves this park serves Vadnais <br />Heights mobile home parks also. He thinks that city owning a parcel of <br />land makes it very cumbersome. A lease could probably be obtained, but <br />he feels that is unwishful thinking. Responsibility for the <br />Construction isn't bad, maintaining the shelter should be inspected by <br />the city, but not maintained. ; The dollars given to private•homes to <br />make improvements have a sliding scale. He sees this as nothing more. <br />We shouldn't overlook that we are talking about 65% residents who are <br />of•low and moderate income with'a lot of senior citizens and he feels a <br />mile is unreasonable. <br />Commissioner•.Schaber said it disturbs him that this would be a <br />single —use facility. <br />Commissioner McCarty asked if we can allocate these grants with a <br />payback proviso or caveat? <br />Ms. Karon said grants or loan agreements can be approved. <br />Mr. Childs said he is on the advisory committee and wanted to give a <br />contrary report to that. It is a State law that these mobile home <br />communities have to have storm shelters. •In New Brighton, two of them <br />just built shelters. They try to work cooperatively to make the <br />communities safe but, they can't have windows, they can't have <br />furnishings. That makes it difficult to have.a lot of use. Because of <br />those kinds of constraints and the fact that it is a law' and that all <br />the mobile home parks are going to have to some kind' of facility, he <br />sees this as a big can of worms. <br />Commissioner Salverda said that,because the recommendation is that this <br />is to be discussed, the advisory committee and staff will, look at this <br />in the future. <br />• <br />Page 19 <br />
