MINUTES PLANNING COMMISSION February 8, 1990 request a separate pylon for their car wash. The City Administrator stated that the only comment he would have is that since there is a certain amount of signage allowed for a development, it could be the responsibility of the developer as to how the signage is allocated within a development. However, the Administrator pointed out that he does not have enough history on the City's Sign Ordinance to know if this is a valid position. Costa asked the developer's intention for allocating the second pylon at the Rice at C Center. Boosalis replied that it was his intention to use the second pylon for identification purposes listing a directory of the businesses located in the second building. The third pylon being requested would be used as a free - standing sign for Rapid Oil Change. Pedersen pointed out that if the Commission takes no action, Rice at C Center would be allowed two pylons. The Planner replied that that is true, however, the Commission should make a recommendation to the Council on the application for a third pylon, otherwise the Council cannot act on the matter until 60 days have lapsed. Drabik stated that she would like to see the application for the variance denied and the Council consider changing the ordinance so that the developer has the ability to allocate the second pylon to Rapid Oil. Pedersen recommended that the variance for a third pylon at the Rice at C Center be denied and that two pylons be allowed at the Center as per City Ordinance. Motion seconded by Drabik. Motion carried 4 - 3. Pedersen, Drabik, Bendel and Garske voting in favor and Herkenhoff, DeLonais and Costa voting against. Townsley stated that he would rather see one large pylon centrally located at the Rice at C Center. Townsley was concerned about the location and height of a pylon for Rapid Oil, stating that he did not want to see the second pylon located north of the Rapid Oil building. Page 9
