MINUTES <br />PLANNING COMMISSION <br />February 8, 1990 <br />request a separate pylon for their car wash. <br />The City Administrator stated that the only comment he <br />would have is that since there is a certain amount of <br />signage allowed for a development, it could be the <br />responsibility of the developer as to how the signage <br />is allocated within a development. However, the <br />Administrator pointed out that he does not have enough <br />history on the City's Sign Ordinance to know if this is <br />a valid position. <br />Costa asked the developer's intention for allocating <br />the second pylon at the Rice at C Center. <br />Boosalis replied that it was his intention to use the <br />second pylon for identification purposes listing a <br />directory of the businesses located in the second <br />building. The third pylon being requested would be <br />used as a free - standing sign for Rapid Oil Change. <br />Pedersen pointed out that if the Commission takes no <br />action, Rice at C Center would be allowed two pylons. <br />The Planner replied that that is true, however, the <br />Commission should make a recommendation to the Council <br />on the application for a third pylon, otherwise the <br />Council cannot act on the matter until 60 days have <br />lapsed. <br />Drabik stated that she would like to see the <br />application for the variance denied and the Council <br />consider changing the ordinance so that the developer <br />has the ability to allocate the second pylon to Rapid <br />Oil. <br />Pedersen recommended that the variance for a third <br />pylon at the Rice at C Center be denied and that two <br />pylons be allowed at the Center as per City Ordinance. <br />Motion seconded by Drabik. <br />Motion carried 4 - 3. Pedersen, Drabik, Bendel and <br />Garske voting in favor and Herkenhoff, DeLonais and <br />Costa voting against. <br />Townsley stated that he would rather see one large <br />pylon centrally located at the Rice at C Center. <br />Townsley was concerned about the location and height of <br />a pylon for Rapid Oil, stating that he did not want to <br />see the second pylon located north of the Rapid Oil <br />building. <br />Page 9 <br />
