MINUTES <br />PLANNING COMMISSION <br />February 8, 1990 <br />TIF <br />Planning Commission who lives on the west side of 35E. <br />DeLonais reported that he conscientiously reviewed <br />every agenda item as well as visits subject property. <br />DeLonais reported that he has been a resident of Little <br />Canada for 45 years, and his great - grandfather settled <br />in Little Canada in 1848. <br />DeLonais reported that he ran a business for 44 years <br />and that business was successful and nationally <br />recognized. <br />DeLonais also pointed out that he was one of the first <br />people to recommend that the City have a planner. <br />DeLonais recommended to the Board that when there is a <br />Code or Ordinance on the books, it is sometimes <br />difficult to apply that Code or Ordinance to every <br />situation or property in the City. The Commission <br />needs to use its good judgment, and the Commission does <br />not always have to accept the recommendation of the <br />City Planner as long as the Commission acts in a <br />consistent manner. DeLonais stated that he was in <br />favor of helping both business and residents of the <br />City. <br />DeLonais also felt that when the Council does not agree <br />with a recommendation made by the Planning Commission, <br />that particular matter should be sent back to the <br />Commission for further review and not handled <br />immediately. DeLonais stated that this is done in <br />other cities. <br />DeLonais pointed out that Little Canada is a small <br />city, only four square miles in size, and land in the <br />City is taken up by railroads, lakes, low land, and <br />highways, not leaving much of that 4 square miles left. <br />Pedersen stated that he appreciated the continuity that <br />the older members of the Planning Commission provide. <br />Herkenhoff commented that the Planning Commission <br />should be able to do its job, and the Council should <br />listen to the Commission. If more information is <br />needed on a particular agenda item, the Council should <br />send that item back to the Commission. <br />The Administrator reported that relative to the <br />previous discussion regarding tax increment financing <br />in the Country Drive area, the City Council was not <br />Page 16 <br />
