( MINUTES <br />PLANNING COMMISSION <br />February 8, 1990 <br />Motion seconded by DeLonais. <br />Motion carried 7 - 0. <br />RICE AT C Mr. Nick Boosalis appeared before the Commission <br />CENTER regarding his application for a variance to the <br />VARIANCE Sign Ordinance to allow a third pylon sign at the Rice <br />FOR ADD'L at C Center. <br />PYLON SIGN <br />Boosalis referred to the City Planner's report dated <br />January 31, 1990 and the Planner's definition of a <br />complex and whether the development consists of two <br />complexes or one. Boosalis pointed out that if the <br />decision is that there is only one complex, then a <br />variance is needed for an additional pylon sign for <br />Rapid Oil. Boosalis pointed out that there are three <br />separate buildings in existence. Boosalis also <br />reported that Rapid Oil needs its own pylon and this is <br />the reason the third pylon sign is being requested. <br />Boosalis reported that the property on which the <br />shopping center buildings is located consists of two <br />separate parcels. Different building permits were <br />taken out for each of the buildings. The parcels could <br />be sold separately. Boosalis stated that the two <br />different phases of the Rice At C Center happen to look <br />alike because his firm was the developer for each <br />phase. Boosalis stated that it was his thought that he <br />was allowed to have two free - standing signs for each <br />component of the development. However, that City <br />Planner feels differently and believes a variance is <br />needed for a third pylon sign. <br />Boosalis reported that he would meet the Sign <br />Ordinance's criteria for sign size and height, and it <br />was his feeling that two free - standing signs are <br />allowed for each parcel since there are two separate <br />parcels and complexes involved. <br />Pedersen asked what the existing sign at the shopping <br />center said. <br />Boosalis replied that the existing sign identifies the <br />Rice At C Center and has a directory of the businesses <br />located in the first building. This sign is located <br />along Rice Street at the center point of the first <br />building. <br />Page 4 <br />
