MINUTES <br />PLANNING COMMISSION <br />February 8, 1990 <br />The Planner commented that under a Planned Unit <br />Development there could be several separate parcels, <br />however, they are all subject to one PUD Agreement. <br />The Planner stated that it is his interpretation that <br />with the shared common access, internal parking and <br />driveways the development is a single complex. The <br />Planner also stated that for purposes of reducing <br />visual clutter along Rice Street, the complex should be <br />identified with two signs, rather than having a <br />separate sign for Rapid Oil Change. The Planner stated <br />that a separate sign for Rapid Oil Change defeats the <br />purpose of having a shopping center. <br />Drabik pointed out that the Rapid Oil Change building <br />is located so far forward on the site, that signage on <br />the sides of the building would serve the same purpose <br />as having a separate pylon for Rapid Oil. Drabik also <br />pointed out that the two shopping center buildings <br />together do not take up that much area on Rice Street. <br />Boosalis stated that signage is critical from a <br />retailer's perspective, and Rapid Oil Change feels that <br />the separate pylon for their business is essential no <br />matter how close the building is to the street. <br />Pedersen asked what the proposed height of the pylon <br />would be. <br />Boosalis was not sure, but stated that size and height <br />would meet the criteria of the City's Sign Ordinance. <br />DeLonais stated that he agreed with the recommendation <br />of the City Planner. DeLonais pointed out that the <br />project was one to begin with. DeLonais stated that he <br />has looked at other shopping center complexes in the <br />area and noted that other centers do not have two <br />pylons. DeLonais pointed out that each of the <br />businesses at the center has a sign over the building <br />identifying their business, and he felt this was <br />distinction enough. DeLonais stated that he <br />recommended one pylon for the entire shopping center <br />complex and that the pylon be located centrally. <br />Drabik felt that an additional pylon at the property <br />would clutter the area pointing out that there is a <br />pylon at the business immediately to the north. <br />DeLonais stated that if this shopping center has two <br />pylons, it will open the door for other shopping <br />centers to make the same request. <br />Page 5 <br />
