Mayor and City Council <br />March 9, 1990 <br />Page 3 <br />Administrator's Role During Council Meetings: <br />Presently, I an very comfortable with my role during <br />Council meetings. My philosophy in this regard is that I <br />should be providing you with enough information prior to a <br />meeting (when possible) in order that deliberations can <br />occur without a lot of new information needed. If new <br />information is available or clarifications are necessary, I <br />will address the subject. I will also point out areas <br />where I feel we could be running into potential problems <br />due to a lack of information, or possible conflicts with <br />previous City policy or other regulations. <br />Should you desire modifications to this approach, I would <br />appreciate your comments. <br />Citizen Complaint Resolution: <br />For this area, I am proposing developing a form for <br />complaints to document the following: complainant, date, <br />nature of complaint and follow -up action taken. I would <br />also propose that all Council Members and employees have <br />copies of these forms so information can be recorded right <br />away. (These forms would not necessarily have to address <br />only complaints. They could be used for any action items <br />that need attention.) We would then provide a copy of the <br />follow -up action to the person initiating the complaint. <br />My questions is does the Council want to know about <br />. complaints not initiated by yourselves? If so, under what <br />conditions or circumstances? In what format? <br />Performance Evaluation of Staff: <br />Attached is a performance review form I recently <br />implemented in Rush City. (This format was borrowed from <br />the City of North Branch.) My plan would be to conduct <br />reviews on all staff after I have been here about six <br />months. This period was chosen to allow me ample time to <br />formulate my impressions of performance. <br />I would like the Council's input as to their opinion of <br />this process and the format proposed. (I may make some <br />minor modifications to the form myself.) <br />Performance Evaluation of Administrator: <br />Per my agreement with you, I am to have a performance <br />review in May and October of this year and each October <br />thereafter. Having never had a formal review before, I <br />would like to have an understanding of what my review would <br />
