For your consideration, I have attached a <br />review format used in the City of Golden Valley. <br />Please feel free to modify this format, present an entirely <br />new one, or to express any concerns you may have regarding <br />this process. <br />Revision to City Policies: <br />As I become more familiar with the City, I may discover <br />areas or issues which I feel a revision to City policy or <br />ordinance may be warranted. (This issue would be related <br />to Item 6, policy formulation as identified in the Golden <br />Valley City Manager Review.) The concern I have is that I <br />don't have the benefit of knowledge of past actions. <br />Therefore, I would prefer to avoid the submission of a <br />policy which has been well - grounded in past actions. <br />As a result, I would like the understanding of the Council <br />to discuss these types of issues from time to time with one <br />or two members to gain any historical perspective that may <br />exist. My purpose in bringing this up to you is I don't <br />want it to appear I am not providing equal access to <br />information to all members. If we set up periodic meetings <br />with all Council Members as recommended under the <br />communications issue, this matter may resolve itself. <br />By having this historical perspective, I may be able to <br />better address the specifics of the changes proposed in a <br />more efficient manner. Your comments would be appreciated <br />- as to my suggestion or any alternatives. <br />Concerns of the Council: <br />I would appreciate any comments or concerns that you may <br />have of me not addressed in these previous topics. <br />Summary: <br />In addressing these issues with you, I don't want it <br />perceived that I am unwilling or reluctant to manage the <br />City. Rather, I feel we are all adapting to new methods of <br />operation and I would prefer to go forward in my duties <br />from a standpoint of mutual understanding. As stated <br />earlier, communications can make or break an organization, <br />and I want to insure your expectations are being addressed <br />as I perform my job. <br />Thank you for your time and consideration of these items. <br />JH:kv <br />
