MINUTES <br />PLANNING COMMISSION <br />JULY 11, 2013 <br />CUP & IUP- John Krebsbach, 3177 Spruce Street, appeared before the Commission <br />3177 SPRUCE requesting a Conditional Use Permit for outdoor storage and an Interim <br />STREET — Use permit allowing outdoor storage for an off -site tenant (Little Canada <br />KREBSBACH business). <br />The City Planner indicated that the site plan provided shows generally the <br />locations of the outdoor storage. The Planner noted that while outdoor <br />storage is allowed by CUP under several conditions, it is difficult to <br />definitively determine whether these conditions are being met based on the <br />site plan. The Planner indicated that the Commission could either table <br />action on the CUP and IUP requests pending submittal of a detailed site <br />plan, or it could pass the matter on to the Council with City staff working <br />with the applicant prior to the Council meeting to develop a more detailed <br />site plan. <br />Krebsbach reported that he received a CUP for outdoor storage on this <br />property a couple of years ago. He indicated that under this application he <br />is merely replacing one tenant for a new tenant. Krebsbach stated that <br />basically nothing has changed on this property for a very long time. <br />Krebsbach explained the site plan for the Commission showing the area <br />that would fall under the IUP as well as the area that would fall under the <br />CUP. He noted that the IUP storage area would be rented to Blacktop Pro, <br />which is a Little Canada business located across the street. <br />The Planner noted that the change in play is that the designation of the <br />IUP storage area changes the nature of the layout of the property. <br />Duray asked if Krebsbach had any concerns with the recommendations <br />outlined in the Planner's July 51I' report. Krebsbach replied that he did not. <br />There was discussion of the Class V surface in the storage area, with the <br />Planner noting that the Code says this surfacing can be asphalt, concrete, <br />or other material. The Planner noted that Class V is a common material in <br />Ryan Industrial Park. <br />The Planner indicated that staff's preference is to have a detailed site plan <br />which will serve as documentation as to what has been approved. He also <br />noted that the Fire Marshal should review the property to ensure <br />compliance with the Fire Code. The Planner indicated that staff could <br />work with the applicant to develop the necessary site plan. <br />Krebsbach requested that the Commission pass the matter on to the City <br />Council. He indicated that he would contact the Code Enforcement <br />Officer next week to seek her help in developing the appropriate site plan. <br />-3- <br />
