MINUTES <br />CITY COUNCIL <br />JULY 10, 2013 <br />site as well as installation of a sewer pump. The Director indicated that <br />factoring in utility costs as well as the architect's costs with project <br />contingency, total costs are estimated at $196,250. <br />The Director reported that the Council has asked for an estimate of <br />upgrading bathrooms at the Old Fire Hall for use by skating rink and <br />skateboard park users. This cost is estimated at $65,000. He noted, <br />however, that having bathroom facilities available in a separate building <br />does not meet Code requirements. The Director also noted that <br />eliminating the bathrooms in the new warming house results in a savings <br />of $55,000. <br />The Director also reported that there is also a potential savings of $10,000 <br />in changing some of the siding and ceiling materials to plywood. <br />However, given the maintenance needed for the plywood, the Director felt <br />that this savings diminishes over time. <br />Montour pointed out that the project estimate is about $50,000 over <br />budget. Montour felt the project should proceed provided that the City <br />can find the additional dollars. Keis stated that he cannot support the <br />project at this time unless he knows where the additional money is coming <br />from. <br />The Director asked if the Council would consider bringing the utilities into <br />the site in conjunction with the Little Canada Road project. He indicated <br />that the warming house is in need of replacement, but indicated that it <br />could be used for another season. <br />McGraw pointed out that the Council has only been presented with one <br />potential building design. He suggested that perhaps other designs could <br />be developed and /or the City revisit the budget for this project. McGraw <br />agreed that he was not willing to spend an additional $50,000 on this <br />project without knowing where the money will come from. Boss indicated <br />that she was surprised that there are not more options for reducing the cost <br />of this project. Boss suggested a smaller warming house or a unisex <br />bathroom. She also noted that the men's bathroom was about twice the <br />size of the women's. The Director indicated that the bathroom size is <br />based on the fact that there are two fixtures in the men's bathroom. He <br />also noted that the new warming house is 300 square feet larger than the <br />existing one, all of which relates to the addition of the bathrooms. <br />Montour asked if LCRA would be willing to participate in the cost of the <br />project. The Director reported that he informed LCRA about the cost of <br />the project. The Director indicated that while LCRA may be willing to <br />participate, they took no action. <br />11 <br />
