MINUTES <br />CITY COUNCIL <br />JULY 10, 2013 <br />indicated they would support whatever decision the City made. Blesener <br />asked about the added turn -lanes on the I -35E bridge. The Administrator <br />reported that the County will be responsible for that work, and the County <br />has not indicated whether they will do turn lanes or not. The <br />Administrator also noted that this is not just a cold -in -place recycle <br />project. The road will be shifted to the north somewhat and concrete curb <br />and gutter will also be added. The Administrator stated that the turning <br />movements necessary on school days will be a challenge. He indicated <br />that while it may be possible to accommodate school access, the issue <br />could likely be avoided in delaying the project. <br />Boss asked about detouring bus traffic south on McMenemy Road. The <br />Administrator felt that would not be a practical detour in that many drivers <br />will likely choose not to use it. Nelson noted that his company could stage <br />the project as well as work on Saturdays to minimize impacts to the <br />school. <br />Blesener noted the extra traffic currently on Little Canada Road due to the <br />Highway 36 project and the potential for extra traffic next year due to the <br />MN PASS project. The Administrator indicated that because MN PASS is <br />a design /build project, it is difficult to predict what the impacts will be. <br />The Administrator stated that he would like to see the Little Canada Road <br />project done as soon as possible, but expressed his concern with impacts <br />to St. John's School. He again indicated that this conflict could be <br />avoided if the project were rebid early in 2014 and the project work started <br />early in the construction season. <br />Blesener asked how far the project would extend into McMenemy Road. <br />The Administrator replied that just around the corner. Boss again felt that <br />a McMenemy Road detour would be possible. The Administrator noted <br />that one of the issues is how St. John's School stages parents vehicles <br />when they are dropping off /picking up their children. <br />Boss asked Nelson when work could begin if the bid were awarded this <br />evening. Nelson replied that work could start within 1 to 2 weeks. Again <br />it was noted that Nelson's estimate to complete the project was 75 <br />working days. Nelson pointed out that they could work 6 days per week <br />as well as some Sundays. <br />Montour asked about the lack of a written agreement with the County. <br />The Administrator indicated that based on his conversations with the <br />County he was confident relative to cost participation. He indicated that <br />the County has not made a final decision on the turn -lane, however. Keis <br />asked if proceeding with the street project this year and the sidewalks next <br />year would be overly disruptive. The Administrator stated that the <br />6 <br />
