MINUTES <br />CITY COUNCIL <br />JULY 10, 2013 <br />sidewalk portion of the improvement would not be a major disruption. <br />Nelson agreed. <br />Montour noted that if the project starts in two weeks, the project would <br />extend through September and into October, thus impacting the school <br />year by 6 to 8 weeks. <br />Nelson stated that he understands the concerns expressed and would work <br />to coordinate the project to minimize impacts as much as possible. <br />Keis noted that the project was out for bid late, and rebidding it early next <br />year could result in savings. Blesener noted that there is the potential that <br />project costs could increase. Montour noted that the only benefit in <br />delaying the project is that there would be less inconvenience to the <br />school. It was pointed out that that is not a certainty since weather <br />conditions can cause delays. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -7 -124 — AWARDING THE LOW BID <br />SUBMITTED BY FPI PAVING IN THE AMOUNT OF $1,115,705.10 <br />AS WELL AS ALTERNATE #1 IN THE AMOUNT OF $38,908.00 <br />FOR THE LITTLE CANADA ROAD IMPROVEMENT <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (1) Keis. Resolution declared adopted. <br />PLANNING The City Administrator noted that at the 2013 Goal Setting Session <br />AND PARKS & the Council established a goal to "Re- Evaluate the Commission <br />RECREATION Appointment Process ". In discussing this goal, the Council decided to <br />COMMISSION focus on the interview process, term and term limits, chair and vice <br />ORDINANCES chair appointments, attendance requirements, removal from office, and <br />governing mechanism for both the Planning Commission and the Parks & <br />Recreation Commission. The Administrator presented proposed <br />amendments to the Planning Commission Ordinance and the Parks & <br />Recreation Commission Ordinance based on previous Council discussions. <br />Blesener indicated that he was not sure he was comfortable with the <br />Mayor recommending who shall serve as chair of the commissions. It was <br />noted that the Council would then make the appointment. The rest of the <br />Council indicated their support for this provision. <br />7 <br />
