MINUTES <br />CITY COUNCIL <br />JULY 10, 2013 <br />SALE /AUCTION <br />PARAMETERS — <br />3046 LABORE <br />ROAD <br />Blesener questioned the need for term limits. Keis pointed out that in <br />some years the City gets a lot of applications for commission vacancies <br />and in others they do not. Keis also pointed out that new members can <br />bring fresh perspectives to the commissions. Keis indicated his support <br />for terms limits, either two or three terms as a limit. McGraw felt there <br />would be more interest in commission involvement if applicants knew <br />there were term limits. <br />The Parks & Rec Director felt that term limits was a preferable means of <br />getting new membership on commissions rather than not reappointing <br />long -term members. The Council indicated that if term limits are <br />imposed, this would not mean an automatic reappointment of current <br />members for whatever number of terms is decided upon. <br />The Council then discussed the fact that the Planning Commission <br />Ordinance currently states that up to 9 members can be appointed, while <br />the Parks & Recreation Commission Ordinance states that Commission <br />will consist of 7 members. The City Clerk indicated that when the <br />Planning Commission was first established, it did consist of 9 members. <br />At some point over the years, the number was reduced to 7. <br />It was the consensus of the Council that the proposed amendments be <br />submitted to both the Planning Commission and the Parks & Recreation <br />Commission for their comment. Once those comments have been <br />received, a final draft will be presented to the Council for review and <br />action. <br />The City Administrator presented a draft of property sale parameters <br />that would govern the bidding process for 3046 LaBore Road The <br />Administrator reviewed the key conditions proposed. The first relates <br />to the City's need for a trail easement over this property. There was <br />discussion on the width of the easement as well as location. The Director <br />noted that based on wetland locations on the property, it has been <br />determined that the hest place for a trail improvement is at the back of this <br />lot abutting the Maplewood line. The Council also looked at the adjoining <br />parcels relative to extension of a trail through this area. There was <br />discussion on whether the easement width should be 30 feet or 50 feet, <br />with the consensus being 50 feet. <br />McGraw asked about the potential development of the Johnson property <br />with Blesener noting that preliminary plat approval for 7 lots was granted <br />several years ago. Mr. Johnson did not pursue the final platting of this <br />property. 'I'he Administrator noted that since that time 3040 LaBore Road <br />has been sold; therefore, a 7 lot development is no longer feasible. <br />8 <br />
