MINUTES <br />CITY COUNCIL <br />JULY 10, 2013 <br />The Administrator continued his review of bid conditions, noting that a <br />10% bid security would be required for anyone submitting a bid. Blesener <br />suggested that the parameters include information that bid security would <br />be returned to unsuccessful bidders upon completion of the sale of the <br />property. <br />The Administrator indicated that the next parameter would require the <br />buyer to construct a new home on the property with an estimated market <br />value of at least $350,000, including land value. The construction process <br />for this home would have to be complete no later than July 1, 2015. The <br />next key parameter would be that the City would transfer title via a limited <br />warranty deed with no abstract. The Administrator stated that he would <br />ask the City Attorney to comment on this parameter. The parameters also <br />note that costs of conveyance would be in addition to the purchase price <br />offered for the property. A successful bidder would also be responsible <br />for all building permit fees and other typical costs associated with <br />construction of a new home. <br />The Administrator noted that the parameters also establish a minimum bid <br />of $100,000 for the property. The Council discussed this amount and <br />agreed with this recommendation. <br />The consensus of the Council was to accept the parameters as proposed <br />and discussed. The City Administrator indicated that an article will be <br />included in the next City newsletter offering this property for sale as <br />discussed this evening. Bids will be presented to the Council for <br />consideration at their August 28th meeting. <br />SLEEPY The City Administrator reviewed the Public Works Superintendent's <br />HOLLOW report dated July 3, 2013 outlining the request of the owner of the Sleepy <br />LAND SWAP Hollow Apartment complex, Mr. Dennis Homel, to trade a piece of <br />property with the City so that he can expand his parking lot on the west <br />side of his property. The City Administrator reviewed the two pieces of <br />property in question, noting that it would be even trade of property. Mr. <br />Homel is requesting a piece of City -owned property on the west end of his <br />site and would give the City a piece he owns on the east end of his site. It <br />was noted that the City has a storm water lift station on the east end of the <br />Sleepy Hollow property, so the trade would result in the City obtaining <br />ownership of the land on which the lift station is located. <br />The Administrator again noted that this would be a one -for -one exchange <br />of land. He recommended approval of the concept provided that Mr. <br />9 <br />
