MINUTES <br />PLANNING COMMISSION <br />OCTOBER 11, 1990 <br />COSTA <br />ESTATES <br />PRELIMINARY <br />PLAT <br />Mr. Bob DeBace appeared before the Commission and <br />presented a preliminary plat for Costa Estates. DeBace <br />noted the change in the plat from that presented to the <br />Commission at their last meeting, namely that Costa <br />Lane is no long proposed to go through to Allen Avenue <br />on the north, but rather to connect to Vanderbie Road <br />about 300 feet south of Allen Avenue. DeBace reported <br />that the change is necessary since the City has <br />indicated that the Costa's should acquire the necessary <br />road right -of -way to Allen Avenue on the north. Some <br />of the right -of -way needs to be acquired from the <br />County, while another portion would be necessary from <br />property that is currently in foreclosure. DeBace <br />reported that it would be a timely process to acquire <br />the right -of -way, therefore, the property owner has <br />decided to keep the plat entirely on his own property. <br />DeBace pointed out that there would still be the <br />potential for the road to go north in the future if the <br />easement situation can be resolved. DeBace reported <br />that the plat as presented meets all City Code <br />requirements. <br />Herkenhoff asked what problems there would be in <br />acquiring the road right -of -way to the north. <br />DeBace pointed out that the County controls a portion <br />of the right -of -way, and the City would have to go <br />through the paperwork to acquire this right -of -way. <br />DeBace also indicated that the City has not indicated <br />an interest in assisting the Costa's in acquiring the <br />other portions of road right -of -way that is needed. <br />DeBace again pointed out that there is the possibility <br />for the road to go north in the future, should the <br />easement situation be cleared up. The Costa's plan to <br />hold onto the lots on the north for awhile to keep that <br />possibility open. DeBace stated that it is the <br />property owner's feeling that Costa Lane will not <br />happen for a couple of years. <br />Pederson asked which part of the plat would be <br />developed first. <br />DeBace replied that he believes the DeSoto Street lots <br />will be developed first. <br />Garske asked how close Costa Lane is to Allen Avenue <br />where it intersects with Vanderbie Road. <br />The City Planner replied that Costa Lane would <br />intersect with Vanderbie about 330 feet south of Allen <br />Avenue. The Planner stated that this was a standard <br />distance and he anticipated no problems. <br />Page 3 <br />
