MINUTES <br />PLANNING COMMISSION <br />OCTOBER 11, 1990 <br />Drabik suggested that it would have been better for <br />Costa Lane to intersect with Vanderbie Road in the <br />middle of the block, and felt this would improve access <br />to Pioneer Park for the neighborhood. <br />Herkenhoff felt the connection to Vanderbie Road was <br />useless if it is too close to Allen Avenue. <br />The City Planner felt the connection would be used for <br />local circulation only, and its location would serve <br />the area fine. <br />Herkenhoff stated that he felt the plan that extended <br />Costa Lane to the north to Alien was a better plan, and <br />asked if the was any plan to extend Costa Lane north of <br />Allen Avenue. <br />The Planner pointed out that there is a house blocking <br />the extension of Costa Lane north of Allen. The <br />Planner pointed out that there are easement issues that <br />cannot be worked out in the near future on the north of <br />the plat, therefore, the property owner is proposing <br />the revised plat. The Planner felt that platting the <br />property without being subject to the legal issues with <br />the right -of -way needed to the north is a better way to <br />go. The Planner pointed out that there is still the <br />possiblity that Costa Lane will go through to Alien on <br />the north in the future should these legal questions be <br />resolved. <br />Herkenhoff felt that for public safety purposes the <br />plat showing Costa Lane to Alien Avenue on the north <br />was a better plan. <br />Drabik asked how the Costa Lane connection lined up <br />with existing homes on Vanderbie. <br />Judy Michaud reported that the road will come out <br />across from a property line and not line up directly <br />with a house as it would if Costa Lane went through to <br />Allen Avenue on the north. <br />Ray Hanson, 699 LaBore Road, asked if there has been <br />any discussion at either the Council or Planning <br />Commission levels about the possibility of platting and <br />selling lots along the eastern edge of Pioneer Park. <br />Hanson pointed out that there will be assessments for, <br />the improvement of DeSoto. The City will share in the <br />cost of these assessments. Hanson believed that given <br />the high taxes in the City, selling these lots would <br />cover the cost of the assessments plus generate some <br />income for the City which could be used for future park <br />improvements <br />Page 4 <br />
