Garske stated that there <br />may not be a problem with the Kukk's operation, but <br />suggested that if they sell the body shop there could <br />be problems with future owners. <br />The Planner pointed out that the City could require <br />that the body shop be constructed so that garage doors <br />could not be left open as well as placing garage doors <br />away from the single - family neighborhood. The City can <br />also require fencing and screening. <br />Kukk reported that the business has been in operation <br />for 27 years. Kukk stated that he realizes that with <br />the new single - family homes in the area they will not <br />be able to work outside. Therefore, Kukk indicated <br />that a larger building is necessary. <br />Garske pointed out that the Planning Commission must <br />look at the long- range. When the County Road C area <br />develops, Garske questioned whether an office building <br />would want to locate next to a body shop. <br />Bendel recognized that the body shop has been in <br />existence before the single - family homes. However, <br />pointed out that the City has gone to a lot of expense <br />to get the area developed as residential. Bendel felt <br />that development of a body shop in this area was direct <br />contradiction of the Council's efforts. <br />The Planner pointed out that the City can design the <br />ordinance to control the design of the building so that <br />cars are not sitting out in front, garage doors do not <br />face residential areas, etc. <br />Bendel felt that from a practical matter, the situation <br />would be difficult to control. Bendel also pointed out <br />that the City does not have a good past history for <br />controling these kinds of situations. <br />Pedersen pointed out the Planner's recommendation for <br />30% of the site in green area. Pedersen noted the <br />sketch plan submitted appears to have much less than <br />30% green area. <br />The City Planner replied that site plan issues are not <br />before the Commission this evening, but rather the <br />issue of allowing auto body repair in a business <br />district. <br />Pedersen stated that the only way he could consider the <br />issue would be to see how a body shop would fit into <br />Page 6 <br />
