MINUTES <br />PLANNING COMMISSION <br />DECEMBER 13, 1990 <br />the area and what it would look like. Pedersen stated <br />that he would like more of this kind of information <br />before he could make a decision. <br />Kukk stated that he did not want to spend a lot of <br />money drawing up plans until he knew whether the <br />concept was acceptable. <br />The Planner asked the Commission to identify their <br />concerns so that the applicant can make a decision <br />whether he can or cannot meet these conditions. The <br />Planner also suggested that there may be no conditions <br />under which the Planning Commission finds the proposal <br />acceptable. <br />Garske stated that he did not believe the proposal was <br />the highest and best use of the property. Garske <br />suggested the use was more appropriate in Ryan <br />Industrial Park. <br />Kukk felt it would be extremely expensive for him to <br />find other property elsewhere. Kukk also reported that <br />his family does not advertise their business, and <br />relies on repeat customers and word -of -mouth business. <br />Kukk felt that their clientele would be lost if they <br />relocated their business. Kukk reported that one <br />reason they need to expand is so they can put a paint <br />spray booth in. <br />Bendel reported that the Commission wants to support <br />local businesses, however, must consider the most <br />appropriate and consistent use of the land. Bendel <br />felt this use was inconsistent with the new residences <br />as well as the businesses across the street. <br />Herkenhoff stated that he would support the proposal if <br />the business could function without interference with <br />the neighbors. <br />Pedersen stated that he would be open to the proposal <br />if he could see how it would work concretely and meet <br />the recommendations of the City Planner. <br />Herkenhoff suggested that the matter be tabled and the <br />applicant come in with a better site plan. <br />The Planner stated that the issue is whether or not to <br />proceed with an ordinance amendment and conditional use <br />permit. <br />Bendel suggested that with the lots for sale in the <br />area this may be a good time to consider selling and <br />Page 7 <br />
