MINUTES <br />PLANNING COMMISSION <br />DECEMBER 13, 1990 <br />The Planner noted that the site plan review will be <br />presented to the City Council at their December 26th <br />meeting. <br />FINAL PLAT Bill Chapman, representing Mr. Gordon Swanson, appeared <br />GREEN VALUE before the Commission requesting final plat approval <br />ADDITION for the Green Value Addition. Chapman reported that <br />the City Engineer is reviewing storm drainage issues, <br />and their proposal is for installation of two curb <br />inlets at the intersection of Little Canada Road and <br />the proposed new Schletty Drive, with pipe then <br />extending to Little Canada Road and Edgerton. The City <br />Engineer will determine if oversizing will be necessary <br />to take care of run -off from the adjacent area. <br />Chapman reported that the applicant is willing to pay <br />his share of storm sewer improvements. Chapman also <br />reported that the applicant will enter into a <br />Development Agreement with the City which will address <br />the oversizing issues. <br />Chapman pointed out that no variances are being <br />requested and that 10% of the property has been set <br />aside to meet park land dedication requirements. All <br />the necessary easements have been shown on the final <br />plat, including a pedestrian walkway easement to <br />adjacent park property. Chapman reported that the only <br />concern he had was address numbering, and he will work <br />this out with City staff. <br />The City Planner reported that the City Engineer is <br />reviewing storm drainage issues with the developers. <br />The Planner suggested that any approval be subject to <br />final approval of utility plans by the City Engineer as <br />well as the developer entering into a development <br />agreement which will address storm drainage issues and <br />require the developer to pay expenses incurred in <br />consultant costs. <br />Mr. Herkenhoff recommended approval of the final plat <br />for the Green Value Addition as submitted subject to <br />drainage and utility plans meeting the approval of the <br />City Engineer, as well as requiring the developer to <br />enter into a development agreement with the City <br />addressing storm drainage issues and requiring the <br />developer to cover the expenses of consultant fees <br />associated with this development. <br />Motion seconded by DeLonais. <br />Motion carried 5 - 0. <br />Page 9 <br />
