MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 1990 <br />this plan is trying to use the views from 35E and <br />Highway 36, while retaining the green space in the <br />interior of the property as well as along County Road <br />B. Bachmeier stated that he is trying to retain a <br />park -like setting as part of the project. Bachmeier <br />anticipated a 2 to 5 year phasing in of the project. <br />Bachmeier reported that he was the developer of the St. <br />Paul Business Park, and the development he is proposing <br />for the Grieman property is anticipated to be a step up <br />quality -wise. <br />Bachmeier pointed out that the site is presently zoned <br />R -1, however, he did not feel it was a good location <br />for residential. Bachmeier pointed out that his <br />proposal would generate much more tax revenue for the <br />City while placing less demand on City utilities and <br />services. Bachmeier did not believe the site a good <br />location for retail since the access was ackward. <br />Bachmeier reported that it is anticipated that his <br />buildings would be single- story. <br />DeLonais asked how many rental units there would be in <br />the development. <br />Bachmeier replied that there would be about 100 units. <br />DeLonais asked how Bachmeier would target tenants for <br />his buildings, pointing out concerns he has with <br />another development within the City which is targeting <br />existing Little Canada businesses. DeLonais also <br />commented on the unfair advantage he feels the County <br />Drive project has over existing buildings in the City <br />since TIF assistance was provided to this project. <br />Bachmeier felt that the interest level would come from <br />the freeway system itself. Bachmeier reported that he <br />has about half of the first phase building rented. <br />Bachmeier reported that the product he is proposing is <br />higher -scale than what the City currently has, <br />therefore, he did not anticipate interest coming from <br />existing Little Canada businesses. <br />Bachmeier pointed out that the market is currently <br />soft, therefore, he anticipates a 4 to 5 year build -out <br />period. Bachmeier reported that he is proposing a <br />total of 235,000 square feet, but plans on the first <br />phase consisting of 50,000 square feet. <br />Garske stated that he believes the project proposed is <br />perfect for this location. <br />Page 6 <br />
