MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 1990 <br />Bachmeier stated that his interest lies in the location <br />along the freeway system and again stated that his <br />product does not currently exist in the City, <br />therefore, he does not feel it will attract existing <br />businesses. It was anticipated that tenants will come <br />from the St. Paul and Roseville areas. Anticipated <br />rents are $9.75 per square foot plus overhead. <br />The City Planner stated that he believes the site plan <br />for this product does as well as can be expected on <br />this property. The project consists of single -story <br />office /warehouse buildings plus surface parking. The <br />Planner felt the designer did a good job in laying out <br />the proposal. <br />Drabik asked if a two -story development would be better <br />for the site. <br />The Planner replied that two - stories would definitely <br />save more of the site, however, this type of product <br />does not accommodate two stories. <br />DeLonais stated that a two -story development would <br />require more parking area. <br />Bachmeier stated that he has discussed a multi -story <br />development with some realtors, who feel that this <br />market is currently in dire straights, and 4 to 10 <br />years away from a good multi -story market. It was <br />stated that a smaller footprint with underground <br />parking would be better, and there may be a small <br />percentage of users interested in this type building. <br />Pedersen asked the percentage of building to land. <br />Bachmeier replied that that figure was 21 %. <br />Bendel was concerned about access to the site via the <br />intersection of County Road B and Rice Street. Bendel <br />pointed out that the intersection is already congested. <br />Drabik reported that the County has plans for upgrading <br />County Road B within the next year. <br />Bachmeier pointed out that the negatives of the site <br />are the access as well as the existence of St. Paul's <br />water treatment plant. However, Bachmeier felt the <br />freeway visibility and green space overcame these <br />negatives. Bachmeier also pointed out that the <br />businesses that will locate in his development usually <br />have staggered hours, therefore, he did not anticipate <br />a line of cars entering and exiting the site at any <br />given time. <br />Page 7 <br />
