MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 1990 <br />Bachmeier also felt that once the site is established <br />people will begin to utilize Edgerton for access in <br />addition to Rice Street. <br />Garske stated that he could not see the site developing <br />as residential, and again stated that he feels the <br />development proposed is an ideal use of the site. <br />Brian McCue, resident of the area, questioned why the <br />site could not be developed as residential. McCue <br />pointed out that there is residential development along <br />other quadrants of the freeway. McCue also stated that <br />the St. Paul Water Utility has made efforts to clean up <br />their operation and make their site more appealing. <br />Mrs. McCue pointed out that there are five homes in the <br />area and asked the future of these homes. <br />Mr. Grieman reported that he and Gordie Howe have <br />researched the possibility of the property developing <br />as residential, and came to the conclusion that there <br />was no way residential lots would sell. The area is <br />too noisy and dirty for residential development. <br />Bendel stated that the Commission is not insensitive to <br />the fact that the neighbors would prefer residential <br />development. However, the Commission has viewed <br />presentations about the potential of residential use <br />and time and again it has been determined that it would <br />not work. Bendel stated that the Commission must look <br />at what the most viable use of the site is. <br />Mrs. McCue reported that they moved into a residential <br />area, and should this development proceed, the area <br />will no longer be residential. <br />Pedersen stated that it is be likely that the <br />residential property will be rezoned some time in the <br />future, which would eventually make this property more <br />valuable. <br />Bendel pointed out that the developer is trying to be <br />sensitive to the environment. <br />Mr. McCue agreed, however, was concerned for short -term <br />property values as well as a decline in quality of life <br />as a result of this proposal. <br />The developer pointed out that his development would <br />generate about $700,000 per year in property taxes, <br />while a residential development on the same site would <br />generate about $80,000.
