RANSEY COUNTY INVE'3TIGATION P.2 <br />October 23, 1990 <br />Subj: Summary of changes for 1991 Budget Estimate <br />Dear <br />The Sheriff's contract budget process for 1991 began in earnest on January <br />19, 1990. At that time the Sheriff's Contract Committee was formed. It <br />was agreed that the Committee would meet on a monthly basis with a <br />rotation of the chairman annually. <br />Since then many changes have been made with tremendous input-from all of <br />the City Representatives and I want to take this opportunity to thank all <br />of you for your expertise, fortitude and concern. <br />I will highlight what in my opinion, are the most significant areas of <br />impact to the Contract Cities in the 1991 budget. <br />I. Change in the budget estimate formula. As you know the lions share <br />of your time was spent on this concern. There was a definite <br />dissatisfaction expressed with the 1/3, 1/3, 1/3 formula we had <br />used on the previous budget estimates. Several formulas were <br />discussed and we all learned that even the slightest change could <br />have a significant effect on costs to any individual city. <br />During the May 3rd meeting a motion was carried to take a close <br />look at a formula made up of events, population and street mileage <br />instead of area. Several budget estimates were presented using <br />various valuables of this formula. None of them were acceptable to <br />Page 2 <br />
