At the August 1st meeting I was directed to submit a <br />revised budget estimate using the districting plan. This plan allows <br />each City to pay for the cost of police personnel assigned to that <br />city. <br />I was also instructed to prepare an estimate using a formula based <br />on 30% mileage, 30% population and 40% events investigated. The <br />August 29th meeting was the decision making meeting. The Committee <br />unanimously adopted the districting plan to present to their City <br />Councils with a phase in for 1991. The phase in involves 1/2 the <br />old 1/3 population, 1/3 area and 1/3 events formula and 1/2 the <br />districting plan to lessen the impact on any Contract City. It was <br />also decided that the 1992 budget will be based totally an the <br />districting plan. <br />II. Addition of a Crime Prevention Officer. Traditionally the Sherif'f's <br />Department has conducted our crime prevention efforts on a parttime <br />basis. We would pass on the additional crime prevention duties <br />to a County sponsored Deputy. The burden has become overwhelming. <br />The crime prevention effort is concentrated in the Contract Cities <br />and requires a specific Deputy to direct it. The contract group <br />decided that this program is very important and desire to keep it <br />going. The decision was made to hire a City Deputy for this function <br />in July 1991. The County will continue the program until that time. <br />The cost for the Deputy for 1991 will be $31,407. The cost per City <br />is based solely on a population index. <br />III. Addition of one Lieutenant to the Patrol Division. As late as 1986 <br />the Patrol Division had a command staff consisting of a Patrol <br />Division Commander, Deputy Division Commander, Lieutenant of <br />Investigations, Uniform Patrol Lieutenant and shared three Watch <br />Commander Lieutenants. In mid 1986 the Deputy Division Commander <br />retired and was not replaced. The Watch Commander position was <br />dropped from the Sheriff's Department and those Lieutenants were <br />absorbed throughout the Department. This left the Patrol Division <br />with a Commander and two Lieutenants. <br />In 1986 the Patrol Division also moved from 3401 N. Rice to 655 W. <br />County Road E. The move was necessary because of increased personnel <br />in the patrol. Along with increased personnel came increased <br />responsibility to the administrative staff. <br />In September of 1989 the Sheriff agreed to assign an additional <br />Lieutenant to the Patrol Division. This Lieutenant vas paid for <br />by the County for the rest of 1989 and all of 1990 with the <br />understanding that in 1991 the Contract Cities would pick up a <br />portion of this Lieutenants salary. The cost of the Lieutenant <br />is a pro rata share on a total of 99.5 patrol employees of which <br />41.5 or 47.717 work directly for the eight Contract Cities. <br />I believe that most significant changes have been covered in these three <br />areas, but this report would not be complete if we did not take a quick <br />Page 3 <br />
