At the present time we have insufficient manpower to address the needs of the <br />communities efficiently. Our Crime Prevention efforts have been to develop <br />Neighborhood Watch concepts and to outline guidelines. To offer Operation <br />Identification, and do home security surveys if requested. These services, <br />although offered, have not been actively promoted. If a citizen requests these <br />services, we will provide them with an officer to meet their needs, although this <br />usually means an officer on overtime. At best we can only supply them with <br />part time services. Our communities needs are growing, and we would <br />ultimately like to provide them with full time services and actively promote <br />Crime Prevention services. We hope our Crime Prevention efforts are sustained <br />through support from our contract cities and that future funding will be <br />generated through them. <br />At the present time, the crime rate in the contract cities indicates a need for <br />continued and additional Crime Prevention services. We would like to 'continue <br />and expand our Community Crime Watch Program. <br />We have 42 groups to which we have presented the Neighborhood Watch concept <br />in the last three years. At this time we have 15 groups known to be <br />currently active. All of these groups have been organized in the last 12 months. <br />Additional groups have completed the requirements and had signs posted prior <br />to August 1989, but due to manpower and record shortages, we have not been <br />able to determine the status of those groups. At this time we have only been <br />able to educate 2.2% of our population. <br />We would like to target several different project areas: Neighborhood Watch, <br />Apartment Watch and Neighborhood Park Watch. We would like to initiate <br />more community events such as Neighborhood Night Out. We also would like <br />to provide more services such as home security surveys and encouraging <br />businesses and local retailers to become involved in Crime Watch and to <br />increase their awareness in crime risks. • <br />We have a variety of needs to be addressed in our contract cities. Each city <br />has its own unique problems. We feel that by focusing on education and <br />encouraging community participation, we may be able to reduce the <br />opportunity for a crime to occur. Neighborhood, Apartment and Park Watch <br />address several different problems occurring in our area including burglaries, <br />thefts, vandalism and assaults. We feel by addressing several different areas, <br />that a greater percentage of people will be educated and it will allow us to get <br />involved in the community in many different ways. Neighborhood Watch and <br />Operation I.D. have been successful throughout the nation, and we feel that by <br />continuing with an already successful project that we will be able to enrich and <br />expand our program. <br />5 <br />Page 20 <br />
