MINUTES <br />PLANNING COMMISSION <br />August 9, 1990 <br />Bruhn agreed that there was an easement through the <br />Plessel property for Noel Drive. <br />Garske pointed out that the City Attorney will have to <br />determine the existence of this easement. <br />DeBace pointed out that it is the preliminary plat <br />before the Commission this evening. The details being <br />discussed tonight will have to be resolved before <br />action can be taken on the final plat. <br />Marlys Grose, 2895 Vanderbie, asked the size lots being <br />proposed. <br />DeBace replied that the lots will be approximately 84.6 <br />feet wide by 127 feet deep. <br />The City Planner reported that the Planning Commission <br />could move on the preliminary plat subject to adequate <br />access to the interior of the property. Access could <br />be via Allen Avenue and LaBore Road or via cross <br />streets. The developer would then have to try to get <br />neighborhood approval. The Planner cautioned the <br />Commission that the City should require dedication of <br />the necessary easements at the time of platting, rather <br />than at the time the property is actually developed. <br />Garske asked if one access for Noel Drive, either from <br />Allen Avenue or LaBore Road, would be acceptable. <br />The Planner replied that one access would not be <br />acceptable because then the cul -de -sac would be too <br />long. <br />DeBace requested approval of the preliminary plat as <br />submitted showing Noel Drive running through to both <br />Allen Avenue and LaBore Road. If for some reason it is <br />not possible to make these connections, then the <br />alternative would be for either one or two cross <br />streets. DeBace preferred one cross street since two <br />will result in the loss of six lots. <br />Costa reported that if two cross streets are required, <br />the project will no longer be feasible since costs will <br />become prohibitive. <br />Drabik stated that she preferred to see two connections <br />since cross streets make for nicer neighborhood. <br />Drabik also pointed out that the cross streets will <br />provide better circulation through the area and access <br />to the park. <br />Page 5 <br />
