Drabik <br />felt the long streets were not good for <br />inter - neighborhood travel. <br />The Planner pointed out that if a street runs all the <br />way through, a cross street is not required by Code. <br />However, cross streets do slow down traffic speeds. <br />Jack Fitzgerald pointed out that cross streets will <br />provide access to the park, otherwise children will be <br />cutting through yards to get to the park. <br />James Michaud, 485 Allen Avenue, stated that he did not <br />want Noel Drive to run through to Allen Avenue. His <br />home is located directly across the street from where <br />Noel Drive would come through. <br />DeBace again asked for approval of the preliminary plat <br />as presented contingent upon Noel Drive running through <br />to Alien Avenue and LaBore Road. If this proves not to <br />be possible, the recommendation for cross streets will <br />be looked at. <br />Drabik had concern with approving the preliminary plat <br />as requested without the requirement of cross streets. <br />Drabik felt cross streets should be required even if <br />Noel Drive can be put through to Allen Avenue and <br />LaBore Road. <br />Garske suggested that at a minimum a walkway from Noel <br />Drive to DeSoto Avenue be provided for access to the <br />park. <br />DeBace did not believe there would be a problem <br />providing a walkway easement noting that there are <br />already utility easements required on property lines. <br />Drabik pointed out that the Park Commission will have <br />to make a recommendation on this plat. <br />DeBace commented that normally the Park Commission <br />requires a cash park charge which is paid at the time <br />Page 6 <br />
