MINUTES <br />PLANNING COMMISSION <br />August 9, 1990 <br />Mr. David Wright appeared before the Commission and <br />reported that he dedicated 30 feet of right -of -way for <br />Noel Drive. Wright also reported that Mr. and Mrs. <br />Plessel owned the house on the southeast corner, and it <br />was his understanding that the City purchased <br />right -of -way for Noel Drive from them. <br />The City Planner replied that there is no such <br />right -of -way recorded with the County. <br />Milan Moravetz, 476 Allen Avenue, reported that he <br />lives on what would be the southwest corner of Allen <br />Avenue and Noel Drive. Moravetz asked if he would be <br />assessed for the improvement of Noel Drive. <br />The Planner replied that there would be no assessment <br />for street or sewer since the Moravetz property already <br />has these improvements, however, there could be an <br />assessment for watermain. <br />Moravetz reported that there is a drainage problem near <br />his property, and asked how the plat will effect <br />drainage. <br />The Planner pointed out that there is storm sewer on <br />Desoto, and somehow the run -off from Noel Drive will be <br />directed into this storm sewer. However, the final <br />design has not yet been determined. <br />Moravetz stated that he is in favor of the improvement <br />of Noel Drive, however, he wants to be sure he is not <br />assessed for this improvement. Moravetz stated that he <br />feels Noel Drive should be run all the way through in <br />order to get proper drainage. <br />DeBace stated that he does not have a storm sewer plan <br />at this time, however, is obligated to get one, and the <br />plan must be approved by the City Engineer. DeBace <br />stated that the plan will improve the drainage <br />situation of the entire area. <br />Moravetz reported that he has a line stubbed into his <br />house for water, and that stub goes out to Allen <br />Avenue. Therefore, Moravetz did not feel he should be <br />assessed for watermain improvement on Noel Drive. <br />Clarence Bruhn, 2977 Vanderbie, reported that he <br />supports the improvement as long as he has the ability <br />to divide the back half of his lot. Bruhn stated that <br />he wants Noel Drive to run all the way through so that <br />he can sell the back of his property. <br />Page 4 <br />
