MINUTES <br />PLANNING COMMISSION <br />August 9, 1990 <br />of issuance of building permits. <br />Bendel stated that the issue of whether the necessary <br />right -of -way to Allen Avenue exists is a significant <br />one. Bendel suggested that action on the plat be <br />tabled until the Commission has more information. <br />DeLonais pointed out that the final plat will come back <br />to the Planning Commission for review, therefore, he <br />did not believe it necessary to table action on the <br />preliminary plat. <br />Bendel felt there were too many issues up in the air to <br />make a decision on the preliminary plat. <br />DeBace pointed out that even if the preliminary plat <br />were approved, it could not go any further until it is <br />determined if the right -of -way is available. If the <br />right -of -way is not available, another proposal will <br />have to be made. <br />Bendel felt the matter was too vague. <br />The City Planner pointed out that the Planning <br />Commission could require that it review any revised <br />plat lay -out. The Planner suggested that the <br />Commission could approve the preliminary plat subject <br />to the developer's ability to acquire the right -of -way. <br />If the right -of -way cannot be acquired, the developer <br />would have to come back with a new proposal. <br />Pedersen agreed with the Planner's suggestion pointing <br />out that he would not want to pre- approve an <br />alternative without thoroughly reviewing it. <br />The Commission again discussed the issue of cross <br />streets, with Drabik feeling that there should not only <br />be access to the park, but other adjacent streets. <br />Drabik felt this would make for a better neighborhood. <br />DeBace did not feel there would be a problem providing <br />a walkway easement to DeSoto, however, he did not want <br />to see cross streets required. <br />Bendel again indicated his feeling that the preliminary <br />plat should be tabled for lack of information. Bendel <br />pointed out that DeLonais has been a leader in <br />objecting to the lack of information on submittals in <br />the past. <br />DeLonais took objection to this comment. <br />Page 7 <br />
