Olson <br />We have reviewed existing utilities on Desoto Street adjacent to the Costa <br />Development and have the following recommendations for street and utility cost <br />participation for the construction of Desoto street for the Costa Development. <br />Streets <br />In order to construct Desoto Street from Labore Avenue to Allan Avenue, <br />additional right of way must be obtained from the City owned Pioneer Park <br />area. Upon resolving the issue of right of way for street construction, we <br />recommend that the city participate for street costs on a lineal foot basis <br />based upon the percentage of total street frontage owned by the City. <br />Storm Sewer <br />A 36" reinforced concrete pipe exists within the Desoto Street right of way <br />adjacent to the Costa Development. The existing storm sewer facilities have <br />sufficient capacity to serve the Costa Development area. No additional storm <br />sewer improvements are necessary other than the placement of catch basins and <br />catch basin leads to manholes to be cut into the existing storm sewer to <br />facilitate storm water surface drainage. <br />Storm sewer and street improvements are interrelated, therefore, we recommend <br />that the City participate in sharing costs for storm sewer improvements <br />associated with the drainage of Desoto Street. <br />Records do not indicate any previous assessment for the storm sewer facilities <br />that exist adjacent to the Costa Development. However, the City can not <br />assess the developer for usage of the existing 36" storm sewer. In order for <br />the City to be reimbursed for storm sewer facilities already in place , a <br />trunk charge could need to be developed.
