MINUTES <br />PLANNING COMMISSION <br />August 9, 1990 <br />Desoto Street and these assessments have been deferred. <br />Since the City gets its water for the park from <br />Centerville Road, the City Engineer is recommending <br />that the City not participate in the DeSoto watermain <br />assessment. DeBace pointed out that stubs will have to <br />be installed off the watermain for the proposed lots. <br />This cost will be the responsibility of the Costa's. <br />DeBace indicated that he is assuming that when the City <br />purchased its park land, it also assumed responsibility <br />for the deferred assessments on that property. <br />DeBace reported that the City Engineer is recommending <br />that the City not participate in the sewer assessment <br />since the City already has a sewer stub into its <br />property. <br />DeBace pointed out the need for additional right -of -way <br />for Noel Drive coming out to both Allen Avenue and <br />LaBore Road. DeBace reported that he has talked with <br />most of the property owners in the area and he has not <br />heard any opposition to the project. DeBace reported <br />that he has heard some discussion about the fact that <br />there may be the necessary easements in place to run <br />Noel Drive through to Allen, however, he has not <br />researched this. <br />DeLonais asked if the plat is approved, when <br />construction of DeSoto Street would begin. <br />DeBace reported that the Costa's are requesting to plat <br />the entire parcel at this time. However, he is not <br />sure about the timing of the sale and development of <br />the property. <br />The City Planner pointed out his recommendation for <br />connector streets off of Noel Drive. <br />DeBace reported that if connector streets are required, <br />there will be six lots lost. DeBace pointed out that <br />there are similar situations on the other side of <br />Edgerton, where there are long streets, and this <br />situation has worked. DeBace reported that the project <br />must be feasible so that the street improvement is <br />affordable. <br />Page 2 <br />
