MINUTES <br />PLANNING COMMISSION <br />August 9, 1990 <br />The City Planner reported that the primary reason for <br />his recommendation for connector streets is if Noel <br />Drive does not go all the way through to both Allen and <br />LaBore. The Planner pointed out the location of a home <br />on Allen and the fact that if Noel Drive went through <br />it would be very close to that home. The Planner noted <br />that it would be necessary to obtain 20 feet of <br />right -of -way from this homeowner, and he thought it <br />doubtful that the homeowner will want the road right <br />next to his home. The Planner stated that his second <br />reason for recommending the connector streets is to <br />provide road connections for Noel Drive assuming that <br />the street cannot be run through to Allen Avenue and <br />LaBore Road. Noel Drive would then take on a horseshoe <br />configuration. <br />DeLonais asked if a full -sized cul -de -sac would be <br />necessary if Noel Drive could not be run all the way <br />through. <br />The Planner replied that a small cul -de -sac would be <br />acceptable. <br />Pedersen questioned the Planner's recommendation for <br />staggering the two road connections. <br />The Planner replied that he wanted to discourage a <br />thru- street situation to avoid traffic problems with <br />people accessing the park. <br />DeBace suggested that as Noel Drive connects to Allen <br />Avenue, the City reduce its requirements and allow for <br />a smaller than standard right -of -way in order to help <br />the house on the southeast corner. <br />The Planner reported that a smaller right -of -way was <br />allowed in other situations in the City, however, only <br />when the property owner being effected was a <br />participant in the plat. In this instance the property <br />owner at the southeast corner of Alien Avenue and <br />proposed Noel Drive is not a participant in the plat. <br />The Planner pointed out that a temporary cul -de -sac <br />could be run to the north so the possibility is there <br />for running the street through in the future. However, <br />the Planner did not think the property owner on the <br />southeast corner will give the City the necessary <br />right -of -way. The Planner pointed out that this was <br />discussed as part of a proposal by Mr. Wright to <br />develop his property, and the property owner was not <br />interested in dedicating the right -of -way, and the City <br />was not interested in condemning it. <br />Page 3 <br />
