MINUTES <br />City Council <br />April 12, 1989 <br />The Council took a recess at 9:05 p.m. <br />Or Mr. Fahey discussed the Organized Collection Consortium <br />Coeur proposal. <br />Cons lum <br />Proposal Mr. Fahey indicated that the haulers had two unanswered <br />questions that they wished the Council to clarify. The <br />questions were "How does the City plan on treating the <br />unlicensed haulers? Should they be included or excluded <br />from hauling in the City ?" and "How does the City plan to <br />treat the commercial accounts which have contracts with <br />haulers ? ". <br />Agenda <br />Item No. 9 <br />Mr. Blesener stated that the City should only deal with <br />haulers who are licensed in the City and who dump by County <br />regulations which would be at the Newport site. <br />Mr. Blesener felt that the Consortium should only deal with <br />single family dwellings. Mr. Fahey stated that the <br />Committee wanted multiple family units included in the <br />proposal. <br />Mr. Blesener indicated that an ordinance could be passed <br />requiring the current haulers of the multiple family units <br />to begin picking up recyclables. Mrs. Tipler indicated that <br />she did not see a problem with this. <br />Mr. Larry Neilson, an Attorney for Bellaire, appeared before <br />the Council to let them know that there are points to be <br />negotiated in the contract. Mr. Neilson indicated that he <br />would like to meet with someone from the Council on the <br />proposed contract. Mr. Neilson stated that he would like a <br />resolution of direction from the Council. <br />Mr. Dick Boss, business owner in the City, appeared before <br />the Council stating that recently Super Cycle refused to <br />pickup his business' recyclables. Mr. Boss felt that if the <br />City did pick up commercial recyclables, their tonnage would <br />be increased by a considerable amount. Mr. Boss felt that <br />it was a waste to have to dump all of his business' waste <br />when it could be recycled. <br />Mrs. Scalze asked if the businesses pay for recycling on <br />their property taxes like residents do. Mrs. Scalze felt <br />that if they did, they should have recycling available to <br />them also. <br />Page 18 <br />
