Minutes
City Council
May 24, 1989
Organized Firs. Tipler stated that the Committee has run into a few
Collection problems. Super Cycle, the firm that currently picks up
(cont.) Little Canada's recyclables, went out of business and had
sent the City a letter cancelling their contract as of
June 1, 1989. The County has been unable to maintain the
facilities; therefore, the City must come up with an
alternative solution.
Mrs. Tipier indicated that a company by the name of RECOMP
has agreed to buy the recyclables if they can be assured
that enough cities will contract with them for pickup.
Mrs. Tipler stated that RECOMP would like a three -year
contract with the City. Mrs. Tipler felt that since the
City is in the middle of negotiations with the haulers on
organized collection, the City should not sign a three -year
contract.
Mrs. Tipier stated that the other problem the Committee will
have to deal with is with Poor Richard's. Mrs. Tipler
indicated that the County Board has revoked Poor Richard's
license. Mrs. Tipler said that the City has been
negotiating with five haulers; three of which are major (..
haulers in the City. Now that Poor Richard's license has
been revoked, the City will only be dealing with two main
haulers. Mrs. Tipler stated that there is a moratorium in
effect on licensing haulers so the rest of the City cannot
choose anyone but BFI and Bellaire. Mrs. Tipler asked for
direction from the Council.
Mrs. Tipler was asked if the existing haulers were willing
to pick up the recyclables as part of the new contract.
Mrs. Tipier indicated that they are willing, but may be
unable to pick up recyclables in the whole City.
Fir. Collova felt that the City should stay with its original
plan of organized collection.
Sue Stanek of Bellaire indicated that her company would pick
up recyclables for its customers. Mrs. Scalze asked if
Ms. Stanek meant her current customers. Ms. Stanek
indicated that she meant the customers in the section of the
City that her company would be assigned.
Mrs. Scalze asked what the companies would charge the
customers. Fir. Collova indicated that this was a problem,
because they do not know to where they would have to haul
the recyclables.
Page 21
