Minutes <br />City Council <br />May 24, 1989 <br />Organized Mr. Blesener informed the Council that RECOMP wants to buy <br />Collection out Super Cycle and take over where Super Cycle left off. <br />(cont.) Mr. Fahey asked how the City would pay assuming that it went <br />with RECOMP. Mrs. Tipier stated that until the end of the <br />year, the County has assured the City that they will pick up <br />100% of the costs unless it is over a certain amount, but at <br />the end of the year, the City would have to have a contract <br />in place. <br />Mrs. Tipier suggested that the City have Bellaire and BFI <br />begin June 1, 1989 and pay them with the City's grant money, <br />then the City would have time to work on the contract. <br />Mr. Blesener asked who would do the billing of the organized <br />collection. Mrs. Tipler indicated that the haulers would do <br />the billing; however, if someone refused to pay their trash <br />bill, the City would put it on the resident's utility bill <br />or whatever the City chose to do. <br />Mr. Blesener asked how the recycling charge would be paid <br />for. Mr. Collova stated that the County would pay for that <br />until the end of the year. Mr. Fahey asked how it would be <br />paid for after that. Mrs. Tipier indicated that it would <br />appear on the residents' regular trash bill. <br />Mrs. Scalze felt that the City should have Bellaire and BFI <br />begin collection of recyclables. Mrs. Tipler indicated that <br />these haulers would be picking up the recyclables separate <br />from the garbage. <br />Mrs. Scalze asked if the haulers would be willing to pick up <br />for the same amount of money the City would be getting from <br />Ramsey County under the grant. Mrs. Tipier indicated that <br />she was not sure, but she felt that the haulers would have a <br />fair price for the City. <br />Mr. Blesener asked if the two main haulers are capable of <br />picking up the additional customers that the City now has. <br />Ms. Stanek indicated that they could. Mrs. Tipier asked if <br />there were any legal problems with the proposal. Mr. Fahey <br />indicated that there was not. <br />Mr. Fahey asked if a portion of the City would be divided <br />between the two smaller haulers. Mrs. Tipier indicated that <br />it would. <br />Mr. Blesener asked if the City would have to return Poor <br />Richard's customers to them after a year. Mrs. Tipier <br />indicated that they were not suspended but revoked. <br />Page 22 <br />
