Herkenhoff pointed out that a watermain improvement made today will be less expensive than one put in a few years from now. DeBace reported that he is requesting preliminary plat approval and not advocating watermain improvement on Vanderbie. Jim Michaud reported that he has a petition signed by the property owners on Allen Avenue and Vanderbie opposing watermain improvement. Pedersen suggested that Michaud submit this petition to the City Council. Judy Michaud, 485 Allen Avenue, reported that the people on the north side of Allen Avenue oppose the extension of Costa Lane through to Allen Avenue. Michaud suggested that a circular road come in from DeSoto in order to provide road frontage for the Costa property. DeBace pointed out that the proposal before the Commission follows the City's thoroughfare plan with the exception of running Costa Lane to Desoto on the south rather than through to LaBore Road. DeBace pointed out that this caused the loss of four lots to the development, and if a circular road similar to Aspen Circle were required, the property owners would lose another four lots. Drabik stated that she was concerned about inter - neighborhood circulation and was worried about long blocks with no cross - streets. The City Planner pointed out that his original recommendation included cross- streets. Pedersen suggested that the developer buy some right -of -way from the owners of Lots 12 and 13, so that Costa Lane did not have to jog. Mr. Tunehorst replied that the property owners do not want to sell the right -of -way. Mr. Wickman, 2972 DeSoto, asked if the cul -de -sac in front of his house would be changed and if he would be assessed anything for road improvements. DeBace reported that the cost of road improvements made along Desoto would be borne by the Costa plat. Page 5
