Herkenhoff pointed out that a watermain <br />improvement made today will be less expensive than one <br />put in a few years from now. <br />DeBace reported that he is requesting preliminary plat <br />approval and not advocating watermain improvement on <br />Vanderbie. <br />Jim Michaud reported that he has a petition signed by <br />the property owners on Allen Avenue and Vanderbie <br />opposing watermain improvement. Pedersen suggested <br />that Michaud submit this petition to the City Council. <br />Judy Michaud, 485 Allen Avenue, reported that the <br />people on the north side of Allen Avenue oppose the <br />extension of Costa Lane through to Allen Avenue. <br />Michaud suggested that a circular road come in from <br />DeSoto in order to provide road frontage for the Costa <br />property. <br />DeBace pointed out that the proposal before the <br />Commission follows the City's thoroughfare plan with <br />the exception of running Costa Lane to Desoto on the <br />south rather than through to LaBore Road. DeBace <br />pointed out that this caused the loss of four lots to <br />the development, and if a circular road similar to <br />Aspen Circle were required, the property owners would <br />lose another four lots. <br />Drabik stated that she was concerned about <br />inter - neighborhood circulation and was worried about <br />long blocks with no cross - streets. <br />The City Planner pointed out that his original <br />recommendation included cross- streets. <br />Pedersen suggested that the developer buy some <br />right -of -way from the owners of Lots 12 and 13, so that <br />Costa Lane did not have to jog. <br />Mr. Tunehorst replied that the property owners do not <br />want to sell the right -of -way. <br />Mr. Wickman, 2972 DeSoto, asked if the cul -de -sac in <br />front of his house would be changed and if he would be <br />assessed anything for road improvements. <br />DeBace reported that the cost of road improvements made <br />along Desoto would be borne by the Costa plat. <br />Page 5 <br />
