MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 1990 <br />Peterson stated that he would be in favor of the <br />preliminary plat as proposed as long as it would be put <br />in writing that there would be no assessment to Lots 12 <br />and 13. <br />DeBace pointed out that there would be a Development <br />Agreement between the City and developer addressing <br />these details. <br />Mike Peyer, 2900 Vanderbie, pointed out previous <br />discussion about the possibility of watermain <br />improvement on Vanderbie, and asked how the existing <br />homeowners on Vanderbie would be assessed should <br />watermain be installed. <br />DeBace reported that the developers of the Costa plat <br />have not initiated watermain improvement on Vanderbie. <br />DeBace stated that the City has shown some interest in <br />such an improvement, however. DeBace suggested that if <br />the improvement were made, the cost would be assessed <br />to the existing property owners based on a front <br />footage cost. <br />Eloise Becker, 551 Allen Avenue, stated that the Mayor <br />and City Council have indicated that watermain <br />improvement is a real possibility. Becker asked for a <br />cost estimate for such an improvement. <br />DeBace stated that he did not know what the cost of <br />watermain improvement would be per lot, and again <br />pointed out that the developers of the Costa plat are <br />not initiating the improvement. DeBace reported that <br />if the City decides that Allen Avenue and Vanderbie <br />should be included in a watermain improvement, public <br />hearings would have to be held. <br />Peterson reported that the City Council gave the <br />impression that if additional lots are created on <br />Vanderbie, watermain, storm sewer, street resurfacing <br />and curb and gutter would be required. Peterson <br />reported that the property owners on Allen Avenue and <br />Vanderbie would like to know if these improvements will <br />be required. Peterson reported that if these <br />improvements are being done for Costa Lane and DeSoto, <br />the property owners along Vanderbie and Allen would get <br />a better price if a joint improvement were made. <br />However, Peterson stated that he has not heard that any <br />of the property owners on Vanderbie want City water. <br />Herkenhoff suggested that some time in the future there <br />would be watermain on all City streets.
