MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 1990 <br />Mr. DeLonais recommended approval of the preliminary <br />plat of Costa Estates as presented subject to the <br />recommendations of the City Planner as contained in his <br />report dated September 10, 1990. <br />Motion seconded by Herkenhoff. <br />Motion carried 4 in favor, 1 opposed (Drabik), 1 <br />abstained (Costa). <br />PLAN REVIEW Gordie Howe appeared before,the Commission and <br />FREDERICKS- requested plan review of the Frederickshaven plat <br />HAVEN which consists of 8 twin -home lots and 8 single - family <br />lots. Howe reported that this property is part of the <br />Schletty Estate. Howe informed the Commission that he <br />would like to develop the property in two phases. The <br />first phase would involve extending the Sunrise Drive <br />cul -de -sac and adding five additional lots. These lots <br />would all be single - family. Howe stated that he hoped <br />to get started with this phase yet this fall. <br />The next phase would be begun in the spring. Howe <br />reported that he would work with the DNR, Metro Waste <br />Control Commission and the Army Corps of Engineers on <br />the project. A cul -de -sac street would be run in from <br />Edgerton through the Schletty property. Howe proposed <br />three single - family lots and eight twin -home lots. <br />Howe estimated the average price of the twin -home units <br />at $200,000. Howe presented the Commission with a <br />picture of the type of units he is proposing. Howe <br />also explained that a homeowners' association would be <br />formed to -take care of exterior maintenance. <br />Pedersen asked Howe why he was not proposing <br />single - family homes in this area. <br />Howe replied that there are too many homes in the <br />$200,000 range, and they are not selling. However, <br />there is a market for twin -homes in this price range <br />for the individual who wants single - family type living <br />with no maintenance. Howe also felt the area was good. <br />Drabik felt the setbacks between the twin -homes were <br />too close. <br />Howe reported that he is proposing average lot sizes of <br />14,000 square feet. Howe also pointed out that he is <br />not asking for preliminary plat approval tonight, but <br />rather concept approval. <br />Page 7 <br />
