MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 1990 <br />Kubick stated that twin -home development increases the <br />chances of rental property which Kubich felt would <br />decrease the value of his home. Kubick asked if the <br />City could guarantee the size and value of the twin <br />homes. Kubick suggested that if this could not be <br />done, there were no guarantees that the twin -homes <br />would not become rental property. <br />Pedersen pointed out that there would be a homeowners <br />association that would maintain the property. <br />Howe pointed out that a single - family home next to Mr. <br />Kubick could become rental property. Howe did not feel <br />that twin -homes with values of $175,000 to $200,000 per <br />unit would turn into rental property. <br />It was pointed out that once the property is rezoned, <br />there are no guarantees that Howe would construct the <br />value home he is proposing now. <br />Howe pointed out that if the property remained zoned <br />R -1, he could develop it with $100,000 homes. Howe <br />also pointed out that the cost of the land will dictate <br />the value of the housing that he needs to develop. <br />The Commission was asked if a minimum -value covenant <br />could be attached to the property. <br />Pedersen stated that he was not sure whether the City <br />could require a minimum -value covenant, but suggested <br />that the City may be able to require a minimum square <br />footage for the twin - homes. <br />The City Planner agreed. <br />Bob Tuerk, 2400 Sunrise Drive, asked how many bedrooms <br />each twin -home unit would have, and if the driveways <br />would be concrete. Tuerk pointed out that there are <br />other ways to increase the price of a unit without <br />necessarily putting the value into the unit itself. <br />Tuerk also asked the setback between buildings. <br />Costa suggested that the type of buyer that is <br />interested in a twin -home does not necessarily want a <br />big yard. <br />Howe felt that his twin -home proposal was much better <br />than a proposal for $80,000 to $120,000 single - family <br />homes. <br />Barb Krewick, 2452 Sunrise Drive, asked if any of the <br />Page 9 <br />
